Learning outcomes

At the end of the Course students will be familiar to the action principles of public administration and to defense tools commonly used by accountants to help their customers for business consultation. The aim of the Course will be to teach the concept of public administration and its historic development; the constitutional principles of administrative activity and organization; administrative law subjects and institutions (judicial bodies, public companies, Authorities, local administrations for example); individual and collective interests and others juridical subjective situations; administrative procedure and acts principles; public contracts and public services discipline; responsabilities system of public administration.

Course contents

Administrative Law is the branch of Law whose aim is to regulate internal and external relations involving Public Administration; this regulation is obviously quite different from the discipline given for relations among private citizens, in which a public subject isn't involved or doesn't wield its authority.

Administrative Law is branch of quite recent birth, peculiar of Continental Europe legal orders more than of common law countries, even though recently they show a tendency too towards the formation of an Administrative Law, at least to regulate some of Public Administration fields.

Moreover, recently much has been spoken about European Administrative Law and its fundamental principles, especially for what concerns the effects of EU Law on Italian administrative acts and the changes on Italian administrative acts' discipline inspired by the Community Law.

The most important topics of Administrative Law programme are: - P.A. contracts anticipated by a particular public procedure (e.g. contracts/calls for tenders); - public law contracts; - rules for propriety use and use classification for buildings; - discipline concerning city planning and building permits; - expropriation procedures; - public companies; - public services; - environmental assets.
