You can submit the exemption request even if you have not yet completed enrolment or have not yet chosen the programme. If you do not upload it by the specified deadlines, you will not be able to obtain exemptions and will pay the full amount of the fees (in Italian) [.pdf 307 KB].
How and when to submit the documents
To obtain the exemption, it is essential to submit the required data on the ER.GO website (the Regional Agency for the Right to Higher Education).
Go to the dedicated section on the ER.GO website:
- by 30 October 2026 at 18:00
or - by 16 November 2026 at 18:00 (with a late payment fee of 100 euro)
If you have income in Italy: complete the “Personal Data” and “Economic Data” sections and enter the INPS-ISEE protocol number. If, on 29 and 30 October or 15 and 16 November, you still do not have the INPS protocol number, you can enter the sender protocol number shown on the ISEE receipt.
If you have income or assets abroad: complete the “Personal Data” and “Economic Data” sections by the dates indicated above. You can then upload the required documents by 20 November 2026.

My family has income and/or assets only in Italy
Required documents: ISEE only.
The ISEE valid for assistance related to the right to higher university education is the tool used to assess your financial circumstances, enabling you to qualify for exemptions from university tuition fees.
Request the ISEE certificate free of charge from INPS, a CAF (Tax Assistance Centre) or your municipality, it may take several weeks to obtain it. To speed up the process, you can also access the so-called “pre-filled ISEE” on the INPS online services.
Check that the certificate has no omissions or discrepancies. If the tax authorities discover them, the declaration is marked. In this case, we recommend that you request a new one by the end of the year. If the problem persists, you will need to submit additional documents according to the instructions you will receive at your Unibo email address.
You can submit it by uploading it to the ER.GO website: submit the ISEE
My family has income and/or assets in Italy and abroad
Required documents: ISEE and foreign income documentation.
You will need to submit:
- the ISEE valid for assistance related to the right to higher university education:
request it free of charge from INPS, a CAF (Tax Assistance Centre) or your municipality, it may take several weeks to obtain it. To speed up the process, you can also access the so-called “pre-filled ISEE” on the INPS online services. Check that the certificate has no omissions or discrepancies. If the tax authorities discover them, the declaration is marked. In this case, we recommend that you request a new one by the end of the year. If the problem persists, you will need to submit additional documents according to the instructions you will receive at your Unibo email address.
You can submit it on the ER.GO website: submit the ISEE - the documentation for foreign income and/or assets:
access the ER.GO online services and complete the “Personal and Economic Data” section by 30 October 2026 at 18:00 (or by 16 November 2026 at 18:00, with a late payment fee of €100). Send the documentation to ER.GO – by 20 November 2026 - by accessing the User dossier in the “Correspondence/Send documentation” section. All documentation relating to financial circumstances will be verified and checked by ER.GO and, in the event of a negative outcome, any benefits obtained will be revoked.
The documentation must meet the following requirements:
- be translated into Italian;
- if issued by a public official who has signed the document, it must be authenticated by the Italian diplomatic authorities for the area or, where required, apostilled in accordance with the applicable legislation;
- show the values expressed in local currency, which will be converted into euro based on the average exchange rate of the foreign currencies for 2025, calculated by the Bank of Italy.
The documentation must indicate:
- the composition of the family unit;
- the activity carried out in 2025 by each member of the family unit. If any members do not work, their non-employment or unemployment status must be documented, as well as the amount of any unemployment benefit or similar benefit received;
- the period during which each member carries out their work activity (indicating whether it is a period of less or more than six months in 2025);
- the amount of gross income earned in 2025 by all members of the family unit;
- the real estate assets (main residence and any other buildings) owned on 31/12/2025, indicating the square metres. The certificate must be provided for each adult member of the family unit, even if they did not own any real estate in 2025;
- the amount of any mortgage outstanding at the end of 2025 on the main residence and/or other properties;
- the value of the movable assets of each individual family member owned at the end of 2025;
- any invalidity or disability you may have.
You can submit the documents on the ER.GO website, in the User dossier, in the “Correspondence/Send documentation” section: upload documents.
My family has income and assets only outside Italy
To obtain a full or partial exemption from fees, you must:
- access the ER.GO online services and complete the “Personal and Economic Data” section by 30 October 2026 at 18:00. You can also submit it late from 30 October at 18:01 to 16 November 2026 at 18:00, but there is a late payment fee of €100;
- prepare the documentation on your financial situation;
- send the documentation to ER.GO – by 20 November 2026 - by accessing the User dossier in the “Correspondence/Send documentation” section. All documentation relating to financial circumstances will be verified and checked by ER.GO and, in the event of a negative outcome, any benefits obtained will be revoked.
The documentation must meet the following requirements:

If you hold citizenship of a poverty-stricken, developing or non-OECD country
If you hold citizenship of one of the countries included in the lists:
- list of particularly poverty-stricken and developing countries [.pdf 132 KB]
- list of non-OECD countries [.pdf 144 KB]
you can enrol by paying a reduced flat fee.
I am independent from my family
You can apply as an independent applicant, without including your family’s income and assets, if:
- you have been living for at least two years outside the family home (in accommodation not owned by one of your family members);
-
you have had an annual income equal to or higher than €9,000 for at least two years (2024 and 2025). For further information, see the "Indipendent student" section of the ER.GO website (in Italian).
Required documents:
- if you only have assets and income in Italy submit ISEE only;
- if you also have assets and income abroad submit, in addition to the ISEE, also foreign income documentation;
- if you only have assets and income abroad submit foreign income documentation.

- the amount of gross income earned in 2025 by all members of the family unit;
- the real estate assets (main residence and any other buildings) owned on 31/12/2025, indicating the square metres. The certificate must be provided for each adult member of the family unit, even if they did not own any real estate in 2025;
- the amount of any mortgage outstanding at the end of 2025 on the main residence and/or other properties;
- the value of the movable assets of each individual family member owned at the end of 2025;

Scholarships for the right to higher education
In addition to fee waivers, there are calls for applications to obtain various benefits.
The Emilia-Romagna Region provides scholarships, accommodation in university residences, catering contributions, to find out how to apply: go to the dedicated website.
The University offers also other benefits to support you throughout your university career. The calls for applications are published during the year on the homepage of your degree programme website.
Other forms of exemption that may be of interest to you
- The indicator of the family unit’s financial situation is equal to or lower than €40,000 and you become a parent during the academic year
- You have a certificate of civil disability equal to or greater than 66% or an L. 104 certificate
- You are a first year student on a Second Cycle/two-year Master's degree programme with merit
- You are a first year student at the Collegio Superiore
- You are a permanent member of a religious order
- You have a parent that receives a disability pension under L. 118/1971;
- You have a parent who was a victim of the line of duty, terrorism or similar acts of violence
- You have family members who attend the University of Bologna and an indicator of the family unit’s financial situation below €60,000
- You have citizenship in one of the particularly poverty-stricken and developing countries [.pdf 132 KB] or in one of the non-OECD countries [.pdf 144 KB] and your family has income and assets only outside Italy. In this case you can benefit from a reduced flat fee.
Fees: amounts and deadlines
After submitting the documents required to apply for the exemption, you will need to wait for the outcome of your application. In the meantime, you may proceed with the payment of the first tuition fee instalment within the prescribed deadlines.
