Learning outcomes

The course aims to introduce the student to the knowledge and management of problems related to the safety and hygiene of production systems in compliance with current legislation and in a systemic and multidisciplinary approach. The course presents the framework of the problem in the light of the new recent regulatory interventions (TU n.81 of 9/4/2008, Legislative Decree N.106 of 3/8/2009). The course proposes models and methods of support for diagnostics, prevention and protection from occupational risks, to ensure the safety of workers, company assets and the environment.

Course contents

Introduction Introduction on the importance of safety in production systems. The culture of safety: taxonomy of accidents. Economic burden resulting from accidents. Classification and statistics of accidents. the National Information System for Prevention (SINP); the accident database. The INAIL report on accidents. The costs of non-security. Safety in World Class Manufacturing: safety as a pillar; the instruments of security (Hinhrich pyramid, the green cross, the frequency and gravity indices). Examples of industrial application of the safety pillar in WCM.

Theoretical foundations of the safety of industrial plants. The five pillars of security. Risk and risk figure. Accident. Risk analysis. Risk assessment. Classifications of a risk event, the iso-risk curve. Identification of a risk, classification of risk events in industrial plants. Industrial plant as a risk generator. Classification of safety intervention levels (safe and secure). Examples of protection and prevention interventions. The cost/effectiveness curve. The effectiveness of supervision.

Protection of the health and safety of industrial plants

 The discipline of prevention in Italy: Testo Unico 81/2008 and the subsequent additions (Legislative Decree No. 106 of 3/8/2009). Structure of the Testo Unico. Main definitions. The institutional support system. The safety figures and their responsibilities (employer, manager, supervisor, competent doctor). Civil and criminal liability. The Prevention and Protection Service (SPP). The head of the Prevention and Protection Service (RSPP). The Workers' Safety Representative (RLS). Methodologies and techniques of risk analysis. The Risk Assessment Process (DVR). Risk reduction.

The Risk Assessment Process (DVR).

Risk reduction. Examples of DVRs. Organization and Management Models (GRMS). Approved models: UNI-INAIL 28/9/2001 and OHSAS 18001:07. Information and training. Health surveillance. Emergency management. Examples of Contingency Plan. Use of equipment. Personal Protective Equipment (PPE): obligations of the employer, the person in charge and the worker, characteristics, marking and classification of PPE; PPE for protection against mechanical risks and fire risk.

Ergonomics and Risk from bio-mechanical overload

 The prevention of risks from biomechanical overload. Ergonomic design and human factors. Features of occupational diseases due to biomechanical overload. Manual handling of loads (MMC). The reference legislation (ISO11228_1-2-3 – Lifting and transport of loads; Push and tow; Frequent handling of small loads). Risk assessment methods: qualitative and quantitative: NIOSH (National Institute of Occupational Safety and Health) method for calculating the limit load.

Snock Ciriello method. OCRA (Occupational Repetitive Action) method. Biomechanical overload from working postures. the TACOs method for Postures. Principles of anthropometry and ergonomic design of workstations according to anthropometric principles. Case studies and numerical applications. Tutorials.

Mechanical risk

The mechanical risk. The Machinery Directive 2006/42/EC. Scope and salient contents. Plant safety checks. Placing on the market of a machine. Essential health and safety requirements relating to the design and construction of machinery. The technical file. Conformity assessment procedures. Notified bodies. Harmonised standards. Examples of conformity assessment. Ce marking.

Fire risk

Characteristics and classification of fires. Fire dynamics. Damage from a fire. Prevention: structural prevention and smoke prevention. Protection: passive protection and active protection: signalling, extinguishing and extinguishing systems (portable fire extinguishers and fixed installations). Detection systems: operating diagram and type of sensors. Fire fighting equipment: main types and main characteristics of hydrant extinguishing systems, automatic gas extinguishing systems, sprinkler and flood systems.

Assessment methods

written exam with:

- a theoretical theme to be answered through a technical report on the topic indicated

- a numerical application on ergonomics.

It is also required to carry out a group project on the analysis of the risk from biomechanical overload, to be presented in the classroom at the end of the course (or in online mode through Teams)

The project and the presentation will be evaluated (from 0 to 2 pt to be added to the vote of the Safety module) and are a necessary condition to proceed with the verbalization.
