The HRS4R initiative is part of a general framework aimed at implementing institutionally the  Charter and the Code (C&C)
In 2005 UNIBO signed the C&C "declaration of commitment" thus undertaking to implement the C&C principles and promoting them.

In October 2013, the European Commission DG Research & Innovation has approved the Strategy and Action Plan [.pdf] and has assigned the logo "HR Excellence in Research".

The logo "HR Excellence in Research" identifies UniBo as provider and supporter of a stimulating and favourable working environment.
The initiative is composed of 5 steps:

  1. Internal analysis
  2. Draft of a HR Strategy
  3. Acknowledgement by the European Commission (logo "HR Excellence in Research")
  4. Internal audit (at the end of the second year)
  5. External audit (by the European Commission at the end of the fourth year).

UNIBO is now at the third step of implementation.
Since January 2012, UniBo carried out the internal analysis resulting in the drafting of the Strategy and Action Plan [.pdf] approved by the European Commission, who awarded the use of the logo. This step is considered crucial for attracting best researchers and for promoting their key-role in the social, cultural and economic progress in Europe.
