Estatuto da Cidade

a methodology for land regularization in urban areas of social interest through GIS support.

Project main objectives:

Legal instrument application of the "special collective usucapion" Law N º 10.257, of July 10, 2001 called "Estatuto da Cidade" through the use of information technology (GIS) for the mapping of the affected areas and the management of legal data and socio-economic factors.


- Promote the right to property of the inhabitants of urban slum areas through the implementation of urban land regularization process identified in the Brazilian Federal Law N º 10.257/01 - "Estatuto da Cidade";

- Identify possible strategies and procedures that can contribute to the use of the instrument of "Usucapião Especial Coletivo" provided for by the above mentioned law, and that can be replicated in different urban slam areas;

- data collection of the chosen study area,  "Ventosa Vila" in Belo Horizonte, with URBEL, urbanization company (Municipality of Belo Horizonte) in charge of urban peripheral areas;

- Production of cartography cited above in digital format, geo-referenced and integrated with the current situation data of the study area land occupation;

- Identification of the "legal vulnerability" degree of the study area in order to best use the urban policy "Usucapião Especial Coletivo" established in the law.

The project is cofinanced by Associazione Don Virgilio Nesi, Cesena ( Italy) and by  PUC-Minas Gerais via FIPE grants for brazilian students working on the research project.
